Acceptable Evidence for pre-vetted applicants in support of an application for a Digital Certificate

This document defines the corroborating evidence that may be used to support an application for a digital certificate by applicants who have a formal documented relationship with the Registration Authority (i.e. they been pre-vetted by the RA ).   Such corroboration is required to support confidence in the authentication of the identity of the entity to be issued with a certificate, as well as to establish eligibility to hold such a certificate.

In general, the following pieces of evidence are required:
(consistent with HMG's Minimum Requirements for the remote Verification of the Identity of Individuals - Level 2):

Numbers indicate how many items of evidence are required in each category
1+ denotes a higher level of detail must be provided that is capable of being corroborated by third parties

For pre-vetted individuals, (i.e. where the Registration Authority already has sufficient evidence as detailed in general person acceptable evidence of an applicant's identity and eligibility to hold a certificate consistent with the above requirements), for example:

  • staff of the Registration Authority's organisation
  • other classes of individuals, specially selected by the Registration Authority (and approved by the Issuing Authority), with whom the Registration Authority has an existing close relationship

and this information is up to date, then at least one attribute from the set outlined below is required to be verified:

Evidence Validity Criteria
Personal Statement May consist of a form to be filled out electronically and must include:
  • Name
  • Address (plus position, department and organisation if applied for as a representative of an organisation)
  • other information as deemed appropriate to improving confidence in the applicant's identity
Employee ID number Must be current
Payroll ID number Must be current
Other official credential number Must be a current credential and issued by the organisation to which the Registration Authority belongs
Contract reference code For contracted individuals only (e.g. sole traders or customers operating in their own right), not for employees of contracted or customer companies (these shall be treated as non pre-vetted individuals).

Must be used in conjunction with a contract currently in operation whose details can be verified and where one of the contracting parties is the organisation to which the Registration Authority belongs
